My favorite "small town paper" story:
I grew up in rural Kentucky, and one of the "wide spots in the road" (not really enough to merit "town") was named Breeding. Well, it just so happened that a couple was to be wed, and--as one might expect--there was a surprise wedding shower for the young couple, held at the home of her parents. The next week, our newspaper duly reported this even with the headline:
"Breeding couple is surprised"
I kid you not.

Our local small town newspaper has published police report information for years, but recently the police seem to be running into more and more humorous situations:
"June 30, 11:50 a.m., Police received a call from a subject in reference to their 17-year old son who won't listen to them."
and July 5, 3:50 a.m., Police were called to [address] for a complaint of [someone] being stalked by an unknown, possibly invisible, male subject."
