Considering they plan on printing off millions of copies and spreading them around swing states, it's pretty safe to say this is being done purely for politcal gain.

You mean besides the jobs bill that have been languishing in Congress for the last two years that Republicans won't pass because it would help the economy and hurt their chances or regaining power?
With this new jobs plan, maybe Obama can start selling out 8,000 seat arenas in Ybor City, FL. In the meantime Romney/Ryan draw massive crowds in Colorado.
