”Wall Street got drunk – it’s one of the reasons I asked you to turn off your TV cameras. It got drunk and now it’s got a hangover. The question is: how long will it sober up and not try to do all these fancy financial instruments?”

Um...the whole question of lax regulation of the financial industry (those "crazy financial instruments," for example) falls to the Executive Branch. Congress certainly had its part (notably Phil "Nation of Whiners" Gramm), but both the Capital and the White House have their share of the blame, going back decades.
